EASTON, PA — The Delaware River Joint Toll Bridge Commission (DRJTBC) recently  hired an engineering firm to design a roadway pavement rehabilitation and stormwater-conveyance improvements project along the I-78 Toll Bridge’s 2.25-mile-long Pennsylvania approach.

The project design contract was approved at the Commission’s June 29 meeting in Yardley, PA., and was awarded to Arora and Associates, P.C. of Lawrenceville, N.J. for a not-to-exceed amount of $1,426,207.71.

The design process has since begun, involving the following tasks:

  • Assessing and planning out the milling and paving of all asphalt roadway surfaces along directions of I-78 between the toll bridge and the Morgan Hill Road interchange (Exit 75 – Easton) in Williams Township, PA. (The highway segment’s asphalt pavements were last rehabilitated in 2012.)
  • Assessing and planning out the milling and paving of the I-78 Welcome Center’s asphalt access roadways and parking areas and the DRJTBC’s maintenance facility’s parking areas and access roadways, and the Commission’s access driveway off Cedarville Road.
  • Conducting a comprehensive review and needs assessment – including an underground video evaluation – of the stormwater conveyance system for the I-78 Toll Bridge’s Pennsylvania approach roadway. The examination would include inlets, outlets, and associated piping. The study would identify any needed stormwater conveyance repairs and improvements.

Project design is expected to be completed in early 2027. At that point, the project will be put out to bid to contractors. Construction would then take place over the course of next year. All design and construction costs are covered by a share of the tolls that the Commission collects at its eight toll bridges.
