Governance
A board of 10 commissioners - five from each state - governs the Commission. The New Jersey members are nominated by the Governor and confirmed by the State Senate for three-year terms; the Pennsylvania members are appointed by the Governor and serve at his pleasure. The Commissioners are not compensated for their service. A full-time Executive Director has administrative charge of all activities of the Commission.

David R. DeGerolamo
Chairman
Commissioner DeGerolamo is President of AMG Solutions, LLC, a business-development consulting firm. He also is serving his second four-year term as a member of the Phillipsburg Town Council, where he presides as the Council President. Prior to his position with AMG Solutions, DeGerolamo worked as the Director of Corporate Development for Aqua New Jersey, overseeing all of the company's water and sewer system acquisitions. DeGerolamo received a Bachelor of Arts degree in English from Bloomsburg University. He currently resides in Phillipsburg with his wife, Suzanne, and three children: Alec, Madison and Gretta.

Donald Hart
Commissioner Hart is the President of Hart Enterprises, a privately held construction concern, and the principal of Hart Venture Group, LLC; a real estate investment company. He is a supporter of many civic organizations and serves as a contributing member to the Lambertville Fire Department. He is a past board member of the Lambertville Sewerage Authority, Cable Advisory Committee and Organization of Emergency Management. Hart is a NJ licensed real estate salesperson, certified senior consultant and a member of the Association of Fraud Examiners.

Harry Zikas, Jr.
Commissioner Zikas currently serves as a Councilman for the Borough of Alpha, N.J. He served as the borough's Mayor from January 1, 2000 to December 31, 2007. Zikas also is a former member of the Alpha Board of Education. He is the President of Zikas Consulting - a public relations and marketing firm. Zikas is the 2009 Leadership Seminar Chair and a 1995 Alumnus of the New Jersey Hugh O'Brian Youth Leadership program, a non-profit organization that provides life-long leadership development opportunities.

William J. Hodas
Commissioner Hodas is a retired Vice President of Administration for Selective Insurance Company. He has 11 years of service on the Commission, the most of any current member. Originally appointed by former-New Jersey Governor Brendan Byrne, Hodas served as Commission Chairman from 1979 to 1982. A resident of Franklin Borough in Sussex County, N.J., he served as the community's mayor for 20 years. He currently serves as the Chairperson of the Franklin Borough Economic Development Committee. He is an active licensed funeral director. He serves as a Trustee and Finance Council member for the Immaculate Conception Church and has served on the St. Clare's Hospital Community Advisory Board.

Gaetan J. Alfano, Esquire
Vice Chairman
Commissioner Alfano is a business litigator and partner of the Philadelphia law firm Pietragallo Gordon Alfano Bosick & Raspanti LLP. Alfano graduated magna cum laude from Villanova University in 1977. He graduated from the University's School of Law in 1980 and then gained trial experience as a Philadelphia Assistant District Attorney. He is a member of the Philadelphia, Pennsylvania, New Jersey, and American Bar Associations. An active member of the community, Alfano is a member of the Justinian Society, a legal organization whose members include Italian-American lawyers, judges and law students.

James L. Broughal, Esquire
Secretary-Treasurer
Commissioner Broughal is the Senior Partner at the law firm of Broughal & DeVito, LLP, in Bethlehem, Pa., and a member of the Pennsylvania and Northampton County Bar Associations. His practice areas include real estate, zoning law, land use and development, municipal law, estate planning, corporate and commercial law, and banking. A Duquesne University law school graduate, Broughal serves as solicitor for the Bethlehem Township (Pa.), Hanover Township (PA.), the Bethlehem Authority, and the Bethlehem Parking Authority. He is a Vietnam War veteran, a former trustee of the Moravian Ministries Foundation, and a former member of the Bethlehem Area School District's Board of Directors.
Bernard A. Griggs, Jr.
Commissioner Griggs is a business representative for the Philadelphia Building and Construction Trades Council -- serving as Co-Chairman of the Philadelphia Building Trades Safety Committee and Co-Chairman of the Powerhouse Area Committee, which oversees construction at Exelon's Powerhouse stations, including nuclear and fossil-fuel plants. A long-time member of the Bricklayers and Allied Crafters Union (BAC), Griggs was elected Sergeant of Arms for BAC Chapter 35 in 1999. He became the union's first full-time organizer in 2000.

Melissa Heller
Commissioner Heller is founder and CEO of Commonwealth Strategies, a governmental affairs firm based in Merion, Pennsylvania. Prior to founding the firm, Ms. Heller served as the Director of Economic Development for Philadelphia City Council. She also serves as a trustee for the University of the Arts, as well as the Friends of Rittenhouse Square, and is a former member of the Philadelphia Historical Commission. Heller majored in political science at Barnard College and currently resides with her two children in Montgomery County.

John Prevoznik, Esquire
Commissioner Prevoznik is an attorney in East Stroudsburg, PA with a broad range of practice areas including civil litigation, construction law, commercial law, municipal law, contract litigation and real estate. He is a member of the Pennsylvania Bar Association and the Pennsylvania Trial Lawyers Association. A former Monroe County assistant district attorney, Prevoznik serves as a solicitor for the Eastern Monroe Public Library, the Paradise Township Board of Supervisors, and the Pocono Services for Family and Children. He is a special solicitor for the Borough of East Stroudsburg and a board member of the Broadhead Creek Regional Authority.
